He was predeceased by: his parents, Marion Sanderson Belknap and Dorthy Dell Webb Belknap; his son Billy Phillips; and his sister Beverly Verdery. He is survived by: his daughters, Regina Smith (Bill) of Midland, Lisa Handy of Odessa and Stephanie Pena (Roy) of Odessa; his sisters, Susan Cox (Don) of Irving and Judith Smith (Larry) of Brownwood; and his grandchildren, Lynsey Fraley, Kristopher Snedecor (Janette), Waylon Smith, Zachary Snedecor (Taylor), Garrett Smith, Bailey Phillips, Logan Phillips (Sarina), Madison Mendoza, Aubry Mendoza, Casen Pena, Masen Pena and Maddox Mendoza.
Visitation will be held on Thursday, July 24th 2025 from 5:00 PM to 7:00 PM at the Willowbrook Funeral Home Chapel (1311 W Florida Ave, Midland, TX 79701). A celebration of life will be held on Friday, July 25th 2025 at 10:00 AM at the same location.
