He was predeceased by: his parents, Doris Bleakley Woods Elkins and Phillip Ray Woods; his stepfather Bill Riley Elkins II; and his grandparents, Ray, Maxine Woods, Elizabeth and Richard Allen Hall Jr..

He is survived by: his stepsiblings, Sandra Elkins Christian of League City, Texas and Bill Riley Elkins III (Carol) of Bay City, Texas; his uncles, David Bleakley of Groves and John Woods (Scarlet) of Bridge City, Texas; his nieces, Carolyn "Carrie" Kolb, Alexandria "Ali" Kolb of League City and Celeste Elkins of Bay City; and his nephew Tyler Elkins (Allie) of Bay City, Texas.. He is also survived by his family and many friends.
