He was predeceased by: his parents, Guy Phillips and Virgie Phillips; his former wife Gwendolyn Sue Miller of Jerome's Catholic Church; his son Cary "Gene" Phillips; his siblings, Jerry, Bill, Jimmy and Juanita Pittman; his in-laws, Wink and Vera Miller; and his siblings-in-law, Mike Kelly, James Pittman, Patricia Phillips and Joy Phillips.
He is survived by: his children, Charles "Chuck" Phillips (Beverly) of Round Rock, Christopher Phillips of Hutto and Kimberly Westbrook (Robert) of Milano; his daughter-in-law Paula Phillips of Rockdale; his siblings, Kenneth Phillips of Austin and Mary Phillips of San Antonio; his siblings-in-law, Frank (Melinda Miller), George (Becky Miller) and Patsy Kelly of Houston; his grandchildren, Rachel Phillips of Illinois, Ryan (Shinea Phillips) of Baytown, Amanda (Brandon Robbins) of Little River, Victoria Bermudez and George Bermudez of Round Rock; and his wife Kaytlin Westbrook of Kansas. He is also survived by many nieces, nephews, extended family.
