He was predeceased by: his parents, Catherine Lucille Welsh (Berry) and Frank William Welsh; his brother Frank Jr.; his sister-in-law Frances; his nephews, Frank III, Timothy, Jim and John; and his niece Mary Welsh.
He is survived by: his wife Elaine Mary Welsh; and his son Kevin Andrew Welsh. He is also survived by several nieces and nephews.
Visitation was held on Sunday, September 13th 2026 from 5:00 PM to 7:00 PM at the Rest Haven Funeral Home - Rowlett (3701 Rowlett Rd, Rowlett, TX 75088). A rosary was held on Sunday, September 13th 2026 at 6:00 PM at the same location. A Mass of Christian burial was held on Monday, September 14th 2026 at 12:00 PM at 6306 Kenwood Ave, Dallas, TX 75214.
