He was predeceased by: his parents, Bill Payne and Lillie Payne; his wife Norma Jean Payne; and his siblings, Burnell Payne, Billie James Payne, Josedean Payne and Joanne Payne.
He is survived by: his daughters, Leshia Toliver (Kurt) and Michelle Payne; his grandchild Shelby Toliver; and his nieces and nephews, Phyllis Lynch (Matt), Connie Williamson (Ted), Kyle Payne (Robin), Brett Payne (Maggie) and Scott Payne.
