He was predeceased by : his parents, George T. Washburn and Mary Eva Washburn (Wood); his sisters, Terry Pearson and Tadge Ross; and his wife Susan Chambless.

He is survived by : his brother Rod of Belton; his nephews, Stephen Washburn (Joan) of Belton, Jon Ross (Sherry) of Halletsville and Jay Pearson (Pat) of Moody; and his great-niece Jennifer Heleniak of Wauwaposa, Wisconsin..

A celebration of life will be held on Saturday, April 27th 2024 at 11:00 AM at the Dossman Funeral Home (2525 N Main St, Belton, TX 76513).

In lieu of flowers, the family would request donations to the Heart of Central Texas for Independent Living in Belton, where Phil volunteered.
