He is survived by: his wife Cyndi Halter of Texarkana, TX; his brother Richard V. Halter, Jr. of Texarkana, TX; his siblings-in-law, Benny Davis of McAlester, OK and Missy Paschal of Texarkana, AR; and his aunt Anna Harris of Mt Pleasant, TX. He is also survived by nieces and nephews and four God children.
