He was predeceased by: his parents, Roy Payne and Reba Payne; his parents-in-law, Robert and Virginia Smallwood; his siblings, Cedric Payne and Lynna Blackwell; and his siblings-in-law, Randall Blackwell, Doug Bullard, Jerry Smallwood and Marcia Tunnell.
He is survived by: his wife Linda Kay Payne; his children, Scott Payne and Shaun Manley (Dave); his sister-in-law Conne Bullard; and his nieces and nephews, Eric Freeman, Brian Freeman, Clay Blackwell, Randi Lynn Bengtson and Cheryl Carnes. He is also survived by seven grandchildren; and nine great-grandchildren.
