He was predeceased by : his father A. H. "Little Man" Payne; his grandparents, C. M., Ollie Payne, Charles and Mary Wood; and his niece Amanda Payne.
He is survived by : his mother Betty Payne; his wife Rita Payne; his siblings, John Payne (Karen), Anthony Payne (Pam) and Linda Payne; and his brother-in-law Alan Richman (Rhonda).
In lieu of flowers the family is requesting donations to be made to the Garland Police Never Walk Alone Foundation.
