He was predeceased by: his former wife Lila Jean Carter; his parents, Elwood Berlin Carter and MaLinda Ella Newell of Tabiona, Utah.; his wife Cathleen Anne Butler; his siblings, Edward Glen (Carol McNiven), David Warren and Suzan Tamari (Jimmy Kunz); and his granddaughter Sarah Annie Williams.
He is survived by: his children, Rebecca Ann (Gary Frazier), David Hugh (Lorene Brown), Daniel Evan (Evangelina "Sissy"), Nathan Warren (Renee Nelson), Deborah Ellen, Miriam Jean (Michael Stay), Benjamin Owen (Emily Breinholt), Elizabeth Lindsay, John Larry (Debra Coleman) and Mark Carter (Janel Wilson); and his sisters, Sherie (Robert Baldridge), Elizabeth Marie (Hank Rinquest), Norma Kay (Dennis McNiven) and Donna Carol (Mike O'Leary). He is also survived by 43 grandchildren; and 16 great-grandchildren.
