He was predeceased by: his father James W. Phillips; and his siblings, Charles Edward Phillips and Stila Mae Anders. He is survived by: his daughters, Deborah Kay Phillips Fulton of Bristol, VA and Jamie Ann Phillips of Taos, NM; his siblings, John E. Phillips of Bristol, VA, Larry Wayne Phillips of Bristol, VA and Eva Bell Stuart of Bristol, VA; and his granddaughters, Kristin Deann Hensley, Brandee Michelle Hearl and Isabella James Tovino. He is also survived by 6 great-grandchildren; numerous nieces and nephews.
