He was predeceased by: his parents, Hugh Horn and Betty Lee Horn; and his son Philip Spencer Horn, Jr.. He is survived by: his wife Decie Horn; his daughter Lesly Horn McHugh (Matthew McHugh); his grandchildren, Emory McHugh and Eden McHugh; his running buddy Spencer McHugh; his siblings, Lou Ellen Montgomery and Dennis Horn (Shirley Payne Horn); and his sister-in-law Susan Johnson (Phil Johnson).
Loved ones will remember Phil not just for his career achievements but also for his contributions to the community as a devoted coach.
