She was predeceased by: her parents, Calvin Luck Foley Sr. and Cassie Lovell Foley; her daughter Bebe Rakes; and her brothers, C. J. Foley and Ronnie Foley.
She is survived by: her husband Forrest L. Powell; her daughter Cindy Seay of Fieldale, Virginia; her stepdaughter Deborah Baar (Sonny); her grandsons, Travis Hambrick, Joshua Hambrick, Sean Seay (Ariel) and Brian Seay; her great grandchildren, Riley Hambrick, Raylan Hambrick and Hailey Hambrick; and her siblings, Nellie Smallwood (Bruce) of Bassett, Elvie Leonard (Jim) of Rising Sun, Maryland, Billy Foley of Horsepasture and Donnie Foley of Stuart, Virginia. She is also survived by several nieces and nephews.
Visitation was held on Saturday, October 25th 2025 from 6:00 PM to 8:00 PM at the Moody Funeral Services (202 W Blue Ridge St, Stuart, VA 24171). A funeral service was held on Sunday, October 26th 2025 at 2:00 PM at the New Hope Church of the Brethren (2007 New Hope Rd, Stuart, VA 24171).
