He was predeceased by: his parents, Roy, Sr. Carter and Helen Ebersole Carter; his wife Margaret V. Carter; and his daughter Rachael L. Carter. He is survived by: his children, Ronald Carter (Libby), Dana Carter, Roxanne Shillingburg (Lewis) and Beth Baker (Jimmy); his grandchildren, Chrissy Jenkins (Jody), Mike Nail (Elizabeth), Rachelle Carter-Crim (Richie), Christopher Carter (Jennifer) and Emily Carter; and his great grandchildren, Cody Jenkins, Lucas Baker, Carter Crim, Colton Crim, Emmaline Nail and Tanner Carter.
Visitation will be held on Saturday, June 7th 2025 from 10:00 AM to 11:00 AM at the Phelps Funeral & Cremation Service (311 Hope Dr, Winchester, VA 22601). A funeral service will be held on Saturday, June 7th 2025 at 11:00 AM at the same location.
In lieu of flowers, memorials may be made to Blue Ridge Hospice 333 W. Cork Street Winchester, VA 22601.
