He was predeceased by: his parents, Louis Hall and Vivian See Combs; his wife Anna Louise Lofton; and his brothers, Ronnie Combs and Gary Combs.
He is survived by: his children, Michele Biller Blackwell of Harrisonburg and Rick Biller (Sandy) of Timberville; his grandchildren, Rebekah Blackwell Kuller (Brad) of McGaheysville, Richard Blackwell, IV of Harrisonburg, Robert Blackwell (Meredith) of Timberville, Jordan Biller (Kattie) of Standardsville and Cameron Biller of Harrisonburg; his great grandchildren, Anistyn Blackwell of Dayton, Pierce and Patrick Kuller of McGaheysville; his brothers, Donald Combs (Betty) of Grottoes and Leon Combs (Judy) of Capon Bridge, WV; and his cousin Christine Funkhouser of Keyser, WV. He is also survived by nieces, nephews and cousins.
Visitation will be held on Tuesday, September 29th 2026 from 6:00 PM to 8:00 PM at the Grandle Funeral Home, Inc. (148 E Lee St, Broadway, VA 22815). A memorial service will be held on Wednesday, September 30th 2026 at 12:00 PM at the Mountain Grove Church (12743 3rd Hill Rd, Fulks Run, VA 22830).
