He was loved and cherished by many people including : his parents, Willis Rackley and Edna Rackley; his spouse Kitana Sae Khow; and his children, Roy and Ploy. He was also cherished by his children and grandchildren.

A funeral service will be held on Saturday, June 1st 2024 at 4:30 PM at the Cagle Funeral Home (364 E Church St, Jasper, GA 30143). The military honors will be held on Saturday, June 1st 2024 at 6:00 PM at the Sunrise Memorial Gardens (1440 W Church St, Jasper, GA 30143).
