He was predeceased by: his parents, Betty Lee Davis Payne and Morris Bidwell Payne (Bid); his wife Mary Frances Payne; and his sons, Russell S. and Neal E. Payne.

He is survived by: his children, Karen Payne Carlin (John) and Mark Carson Payne (Ruth). He is also survived by his six grandchildren.

In lieu of flowers, memorial contributions may be made to Pantops Community Church.
