He was predeceased by: his parents, Fred Sr. Higgs and Elanor Higgs; and his siblings, Georgia Wiggs and Clarence Peoples. He is survived by: his wife Robbie Jean Peoples; his children, Patricia Marshall (Dave), Terry Peoples, Carl Peoples (Stephanie), Kriste Peoples, Valoria Canady and Leonard Gainer; and his sister Jean Sewell. He is also survived by five nieces, 11 nephews, six grandchildren and six great grandchildren.
A funeral service will be held on Friday, June 5th 2026 at 11:00 AM at the Chesapeake Chapel of H. D. Oliver Funeral Apts (1416 Cedar Rd, Chesapeake, VA 23322). A reception will be held on Friday, June 5th 2026 at 12:00 PM at the Hall of the Funeral Home.
