She was predeceased by: her parents, Joseph Parsons and Jimmie Burton Parsons; her son Donald Capps Jr.; her sister Jean Andrews; and her son-in-law David Foutz.
She is survived by: her children, Belinda Foutz, Scott Capps (Dana), Michele Arndt and Allan Capps; and her siblings, Judy Fegert and Talmadge "Bucky" Parsons. She is also survived by 15 grandchildren and 22 great-grandchildren.
A memorial service will be held on Tuesday, October 6th 2026 from 11:00 AM to 12:00 PM at the Graham Funeral Home (1112 Kempsville Rd, Chesapeake, VA 23320). A reception will be held on Tuesday, October 6th 2026 from 12:00 PM to 2:00 PM at the same location.
