He was predeceased by: his parents, Robert L. Mann and Leah M. Mann; his wife Judith H. Mann; his sister Melanie L. Ustick; his nephew Daniel Ustick; his niece Diane White; and his daughter-in-law Kimberly Mann.

He is survived by: his sons, Robert D. Mann (Andrea Morris-Mann) of Newport News and Christopher T. Mann of Chesapeake; his grandsons, Ashton Blake Morris-Mann, Tristan Grant Morris-Mann (Edward P. Joyce), Nicholas Evan Mann and Nathan Lee Mann; his niece Cathie Bales; and his nephew Thomas Ustick. He is also survived by numerous loving cousins extended family.
