He was predeceased by: his parents, William G. Waters, Sr. and Lizzie Paul Waters; and his wife Dorothy G. Waters. He is survived by: his children, Steve Waters (Cheryl), Ray Waters (Pat), Paul Waters (Debbie) and June Altman. He is also survived by nine grandchildren and 13 great-grandchildren.

In lieu of flowers memorial contributions may be made to Great Bridge United Methodist Church.
