She was predeceased by: her parents, Noble Welsh and Agnes Fiddler Welsh; her spouse Aubrey C. "Skeeter" Waters; her siblings, Genevieve Madagan, Catherine Welsh, Noble Welsh Jr., Fred Welsh and Stevie Welsh; and her siblings' children, Sharon Madagan and Justin Welsh.
She is survived by: her sons, David Waters (Lynne) and Christopher Waters; her grandchildren, Andrew, Brandon, Hannah, Ada and Alex Waters; and her siblings, Betty Strosnider, Glenn Welsh (Jean), Mary Levesque (Paul) and Charles Welsh (Barbara). She is also survived by numerous nieces and nephews.
Visitation will be held on Wednesday, July 30th 2025 from 6:00 PM to 8:00 PM at the Enders & Shirley Funeral Home Chapel (1050 W Main St, Berryville, VA 22611). A funeral service will be held on Thursday, July 31st 2025 at 11:00 AM at the same location.
