He is survived by : his wife Nancy Hall Higgins of Clifton Forge; his children, Toni Ann Higgins Deaton of Clifton Forge and Robert Kenneth "Kenny" Higgins, Jr. (Sandra) of Clifton Forge; his brother-in-law Jim Peters of Goshen; his sister Hazel Barker of Richmond; his grandchildren, Ashley Byrd, Brooke O'Byrne, Heather Perlozzo and Kenzie Brendle; his great grandchildren, Grace O'Byrne, Myles O'Byrne, Sophie Perlozzo, Rocky Perlozzo, Stella Byrd and Piper Mae Brendle; and his nephews, Earl Higgins, Jr. and Mack Higgins.
