It is with great sadness that we announce the death of Bill Harper (Colonial Beach, Virginia), born in Carlisle, Pennsylvania, who passed away on December 30, 2022, at the age of 84, leaving to mourn family and friends. He was predeceased by : his parents, John M. Harper and Eva M. Harper (Rupp). He is survived by : his former life partner Diane Rineard; his wife Donna Harper; his siblings, Edward Harper and Barbara Harper; his children, Dawn Stazel (Dave), Steve Harper and Bill M. Harper (Kathie); and his grandchildren, Tiffany, Renee, Justin, Bobby, Steve Kelsey and Evan.
