He was predeceased by: his parents, Edward A. Small and Dora Witt Small; his wife Arline Holt Small; and his brother E. Alvin Small. He is survived by: his daughters, Susan Small Belcher (Earl) of Colonial Heights and Nancy Small Barnes (Kris) of Colonial Heights; his grandchildren, Ashley Watkins McSwain (Thomas), Austin Kris Barnes (Holly), Kelsey Paige Barnes (Kerry) and Callie Belcher Luck (Michael); his great grandchild Brooklyn Faye McSwain; his brother Ralph "Buddy" Small; and his caregivers, Donna, Amy, Teresa, Jackie and Lyn.
