He is survived by: his wife Barbara Frances Allen Carter; his children, Jesse Johnson Carter, III (Deanna) of Newport News and Tina Carter Capaldo (Greg) of Gap Mills; and his grandchildren, Tiffany Garnett, Jordan Carter (Sindy), Gabby Liberta (Nick), Noah Dean, Jonah Grubb, Emma Dean, Luke Dean, Rily Dean, Meadow Liberta and Carter Liberta.
