He is survived by: his wife Alicia Smith Carter; his children, Josh Carter and Whitney Carter; his granddaughters, Jaci Cade and Timber Carter; his sisters, Dolly C. Lowry of Covington, Barbara Shifflett (Bob) of Covington and Billie Carter of Covington; his cousin Gary Carter of Covington; and his mother-in-law Ethel Smith of Covington. He is also survived by nieces and nephews.
