She was predeceased by: her parents, Earl Russell and Virginia Waterson Russell; and her husband William Sheffey Tarter Sr.. She is survived by: her children, Ruby, Strader Blankenship, Bill, Kim Tarter, Kathy and Reggie Duncan; and her grandchildren, Lee, Beth Blankenship, Brandon, Hannah Tarter, Stevie, Kelly Ann Long, Jodie and Nathan Baucom. She is also survived by nine great grandchildren.
