She was predeceased by: her parents, Walter B. Weakley and Lottie M. Weakley; her husband Arthur F. Soutter; and her siblings, Andrew, Herbert, Joe, Henry Weakley and Elizabeth Soutter.
She is survived by: her sons, Kenny T. Soutter (Robin) of Culpeper and Arthur F. Soutter Jr. of Culpeper; her sister Dorothy Mae Nicholson; her siblings-in-law, Diane Weakley and Fred Soutter; her close friend Sandy Woodard; her grandchildren, Johnathon Bobbitt Miller (Blair) of Atlanta, GA, Melissa A. Martin (Chad) of Verona, VA and Stacy L. Soutter (Donny) of Culpeper; and her great grandchildren, Juliet, Ella, Rhett Martin of Verona, VA, Zeke, Cash, Jamison Miller of Atlanta, GA, Diesel and Stella Rose.
Visitation was held on Sunday, September 7th 2025 from 5:00 PM to 7:00 PM at the Found and Sons Funeral Chapels & Cremation Service (850 Sperryville Pike, Culpeper, VA 22701). A funeral service was held on Monday, September 8th 2025 at 1:00 PM at the same location.
In lieu of flowers, the family requests that expressions of sympathy take the form of donations in Frances' honor to the American Cancer Society at donate.cancer.org.
