She was predeceased by: her parents, James Bailey Hawkins and Ollie Vinyer Hawkins; her husband Eugene H. Soutter; and her son Bernard "Bernie" H. Soutter. She is survived by: her daughters, Gloria Harper (Rex) and Teresa Seeber (Matthew); her grandson Christopher Harper (Jessica); her great grandchildren, Teaghan, Ryker and Hannah; her sister Ollie Virginia Fincham; and her pets, Thomas and Blackie.
A graveside service will be held on Tuesday, July 29th 2025 at 11:00 AM at the Culpeper National Cemetery (New Section) (501 E Chandler St, Culpeper, VA 22701).
