She was predeceased by: her parents, Roy Frazier and Eunice Frazier; and her husband Kenneth G. Whitlock. She is survived by: her children, Karen Denise Whitlock and Kenneth Anthony Whitlock; her granddaughter Kaitlin Elizabeth Harris; her sister Madeline Jenkins; and her siblings-in-law, Jean W. Tutwiler and Jerry W. Whitlock.
In lieu of flowers, the family requests donations be made in Joyce's name to Culpeper Baptist Church, 318 S. West St, Culpeper, VA, or to Trinity Hospice, 5 Rock Pointe Lane, Suite 250, Warrenton, VA 20186.
