She was predeceased by: her parents, Roy Frazier and Eunice Frazier; and her husband Kenneth G. Whitlock. She is survived by: her children, Karen Denise Whitlock and Kenneth Anthony Whitlock; her granddaughter Kaitlin Elizabeth Harris; her sister Madeline Jenkins; and her siblings-in-law, Jean W. Tutwiler and Jerry W. Whitlock.
Visitation will be held on Wednesday, October 15th 2025 from 10:00 AM to 11:00 AM at the Found and Sons Funeral Chapels & Cremation Service (850 Sperryville Pike, Culpeper, VA 22701). A graveside service will be held on Wednesday, October 15th 2025 at 11:00 AM at the Fairview Cemetery.
In lieu of flowers, the family requests donations be made in Joyce's name to Culpeper Baptist Church, 318 S. West St, Culpeper, VA, or to Trinity Hospice, 493 Blackwell Road #319, Warrenton, VA .
