He was predeceased by: his parents, Bessie Ragsdale Payne and Samuel C. Payne Sr. Carroll (Sylvia A. Payne); his son Mark D. Payne; and his sister Doris Payne Cowins. He is survived by: his granddaughter Kaela Shae Payne; and his brother Sammy C. Payne Jr. (Sally).
