He was predeceased by: his parents, Perley Sue Fannon and Wirt Earl Fannon; and his siblings, Lois KinCannon, Sue Slagle, Mary McNeese, Phyllis Chauvin, Virginia Lynn Roark, Fredrick Fannon and Thomas Fannon.

He is survived by: his daughter Gala Powell of Waynesville, Ohio; his granddaughter Audrey Hurst; his great grandchild Conner Francis of Dayton, Ohio.; his brothers, James Fannon (Laura) of Duffield, Virginia, Morgan Fannon (Nancy) of Worcester, Massachusetts, Otis Fannon (Margaret) of Duffield, Virginia and David Fannon of Duffield, Virginia; and his brother-in-law Chuck Chauvin of Forest, Virginia. He is also survived by several nieces, nephews, other relatives, and friends.

Visitation was held on Friday, September 18th 2026 from 5:00 PM to 7:00 PM at the Mullins-Sturgill Funeral Home (298 Harrell St, Pennington Gap, VA 24277). A funeral service was held on Friday, September 18th 2026 at 7:00 PM and on Saturday, September 19th 2026 at 11:00 AM. A procession was held on Saturday, September 19th 2026 at 10:30 AM at the Sturgill Funeral Home (298 Harrell St, Pennington Gap, VA 24277).
