He is survived by: his wife Charlotte Harper; his daughters, Amanda Taylor (Mark) of Dunnsville, Ashley Harper (Michael) of Goochland and Cathy Van Drew (Tim) of Mechanicsville; his siblings, Robert Harper of Dunnsville, Floyd Harper of Dunnsville and Jean Jones of Farnham; and his grandchildren, Mark Jr., Allison, Ellie and Joe.
Viewing will be held on Tuesday, September 22nd 2026 from 10:00 AM to 12:00 PM at the Washington Funeral Home (1404 Tappahannock Blvd, Tappahannock, VA 22560). A funeral service will be held on Tuesday, September 22nd 2026 at 12:00 PM at the same location.
In lieu of flowers, the family kindly requests that donations be made in James's memory to Hospice of Virginia or Essex County EMS.
