He was predeceased by: his parents, Benny Belcher and Ruth Belcher; and his parents-in-law, Fred "Odell" and Carolyn Testerman. He is survived by: his wife Margaret "Peggy" Testerman; his children, Jason Belcher, Jinny Turner and Josh Turner; his daughter-in-law Heather Belcher; his grandchildren, Preston Belcher (Ashley), Madison Belcher and Hannah Turner; and his siblings, Donald (Norma Belcher), Norma (Robert Radford) and Martha Belcher. He is also survived by nieces, nephews, and cousins.

Visitation will be held on Saturday, May 31st 2025 from 11:00 AM to 1:00 PM at the Seneca Baptist Church (8572 Roanoke Rd, Elliston, VA 24087). A funeral service will be held on Saturday, May 31st 2025 at 1:00 PM at the same location.

Harold Hill wrote a sympathy message

“So sad to hear of the loss of this brother-in-law.. Although I did not see Peggy and Bill very often in recent years, I have fond memories of our family events over the years, especially our times in West Virginia. Bill was a hard worker, good provider, faithful husband, and caring father, a good Christian man. He will be missed by family and friends. My sympathies for Peggy and family. Love you guys.
