Hallie Sitar wrote a sympathy message

“I remember this sort of picture! (Above) No telling how long one like it hung on his office wall. Didn't matter. Norm lit up & told me about the picture beginning 30,000 years ago. If I was lucky I could sit down. It was a trip w/Evan. Norm was rapt. So, as he got closer to the present I pointed out a white spot. What a shame, someone littered a napkin. I turned & looked at Norm & after all the years he was still astonished. He said that was their tent. Take care Qualtrough Family.”

Alison R wrote a sympathy message

“While I associate Norm closely with his dedication to public service and uncompromising determination for doing things the "right way," what distinguished him most was his kindness. He cared about people immensely, shared his wisdom freely, and collected (and told) many stories. He always spoke with great pride of his family.”

Carl F Knabe II wrote a sympathy message

“Norm loved his dogs very much – and he shared this love with members of his community for their dogs with the Fairfax County Park Authority for many years as a volunteer instructor for dog obedience classes. I know that he helped me understand my canine companions better. He had a long military career after serving with honor in Vietnam. God rest his soul.”
