He was predeceased by: his parents, Chelsie James "C. J." Phelps, Sr. and Martha Jane Hassell Phelps; and his siblings, Emily Davenport, Monene Spruill, Ina Calhoun, Rita Sawyer and C. J. Phelps, Jr..
He is survived by: his wife Judy Thomason Phelps; his children, Lisha Phelps Cappellino (Joe) of Glen Allen and Michael Ashley Phelps of Franklin; and his grandchildren, Mikayla Leigh Cole, Brian Ashley Phelps, Kendall Renee Cole, Connor Nathaniel Cappellino and Christian Ryan Cappellino.
