It is with great sadness that we announce the death of Celia Payne of Fredericksburg, Virginia, who passed away on December 3, 2023, at the age of 88, leaving to mourn family and friends. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

She was predeceased by : her husband Clint Payne; her parents, Velva Pickett and James Gallahan; and her sister Amelia Graninger. She is survived by : her children, Chuck Payne (Robin) of Richmond and Carla Elkin (Paul) of Richmond; and her grandchildren, Matthew Elkin (Annie), Stuart Elkin (Laurene), Ashton Diehl (Pete), Julia Lipe, Chip Payne (Leah), Neil Payne (Krystal), Jack Elkin, Gina Elkin and Leah Elkin. She is also survived by eight great-grandchildren; and numerous nieces, nephews, and other family members.

In lieu of flowers, contributions may be made to Falmouth Baptist Church (302 Colonial Avenue, Fredericksburg, VA 22405).
