In the vast expanse of eternity, Phillip shall find rest, cradled in the arms of everlasting peace. And as we bid Phillip farewell, his loved ones carry with them the precious gift of his memory, a beacon of hope guiding them through the shadows of sorrow towards the light of a new dawn.

He was predeceased by: his parents, John W. Atkins, Jr. and Phyllis L. Atkins. He is survived by: his wife Kathleen O'Toole Atkins; his daughter MacKenzie Atkins Pope (Darren K. Pope) of Fredericksburg; his grandson Rudy Phillip Pope of Fredericksburg; his son William Phillip Atkins (Abigail L. Atkins) of Virginia Beach, VA; and his brother John W. Atkins, III. He is also survived by numerous cousins, nieces, nephews, friends.

In lieu of flowers, the family requests that expressions of sympathy take the form of donations to Mary's Shelter or Tunnel to Towers Foundation.
