He was predeceased by: his parents, Joseph Miller Biggs and Elizabeth Proctor Biggs. He is survived by: his wife Gloria Sue Riner-Biggs of Front Royal; his son William Joseph Biggs of Front Royal; and his brothers, Joseph P. Biggs (Mary Anne) of Front Royal and Patterson B. Biggs (Debbie) of Front Royal. He is also survived by nine grandchildren; two great grandchildren and numerous nieces and nephews.
A celebration of life will be held on Monday, June 30th 2025 at 12:30 PM at the Main Street Mill Restaurant (500 E Main St, Front Royal, VA 22630).
