He was predeceased by : his parents, Walter Phillips and Joyce Phillips; and his granddaughter Aurora Elizabeth Baez Phillips. He is survived by : his wife Terri Holup Phillips; and his son John Carter Windly Phillips.

A funeral Mass was held on Tuesday, April 23rd 2024 at 11:00 AM at the Immaculate Conception Catholic Church (2150 Cunningham Dr, Hampton, VA 23666).

The family wishes in lieu of flowers, expression take the form of contributions to Komen.org for Breast Cancer Research in honor of his mother.
