He was predeceased by: his parents, Moses Powell and Irma Powell; his wife Peggy A. Powell; and his siblings, Richard Powell, Betty Dowdy and Evelyn Smith.
He is survived by: his daughters, Remonia L. Hayes of Newport News, Belinda G. Curtis (Tony) of Yorktown and Beatrice A. Smith (Douglas) of Poquoson; his grandchildren, Lisa Hassler (Chuck), Jeff Snow (Nicole), Hunter Smith (Samantha) and Taylor Curtis; and his great grandchildren, Brady L. Snow, Trey M. Snow, Hayden E. Smith and Harper J. Smith.
