He was predeceased by: his parents, Robert Horace and Edna Virginia Fadeley Harbin; his wife Peggy Burgoyne; his siblings, Elva Moyers, Loretta Harbin, Garland Harbin, Ervin Davis and Gloria Ann Harbin; and his great grandchild Caly Guyer.
He is survived by: his daughters, Angie Sanger of Singers Glen and Andrea Conley; his sister Linda Tichenor (Kenny) of Franklin, WV; his grandchildren, Brandy Caruthers, Amelia Conley, Luke Sanger and Amy Conley; and his great grandchildren, Maliyah Conley, Rilynn Harris, Emmett Sanger and Matthias Forren.
