He was predeceased by: his parents, Frank Moats and Bessie Moats (Simmons); and his brother Stanley Moats. He is survived by: his sister Patricia Puffenbarger; and his sibling's children, Pam Cline (Rod), Jennifer Puffenbarger (Tinker) and Randy Moats (Tracy).
A memorial service was held on Tuesday, December 9th 2025 from 6:00 PM to 7:00 PM at the Johnson Funeral Service - Bridgewater (208 S Main St, Bridgewater, VA 22812).
