He was predeceased by: his parents, Joseph Thomas and Doswell Walker Cecil; his wife Gloria Spain Cecil; his daughter Kathryn Renee Cecil; and his sisters, Barbara Robben, Jean Rowe and Brenda Slaughter.
He is survived by: his children, Joseph F. Cecil, Jr. (Tina), William Cecil (Charlotte) and Carolyn Newcomb (Gus); his grandchildren, Joey of Jason, JT, Kyle Cecil, Amber Batey (Stephen) and James Davis (Kristen); his great grandchildren, Cali Cecil, Callie, Cooper, Conner Batey, Brielle and Sol Hazelwood-Davis; his brothers, Emmett Cecil (Paige), Loran Cecil (Wanda) and Bruce Cecil (Vickie); his uncle Douglas Walker (Trudy); and his close friend Shirley West. He is also survived by numerous nieces and nephews.
A celebration of life will be held on Saturday, May 30th 2026 from 1:00 PM to 3:00 PM at the Richmond East Moose Lodge (Outdoor Pavilion) (7167 Flag Ln, Mechanicsville, VA 23111).
