He is survived by: his wife Jennifer Sims Phipps; his children, James Preston Phipps of Jewell Ridge, Richard Allen Phipps (Leda) of Richlands, Glenna Ruth Phipps of Richlands and Sharon McGlothlin of Richlands; his sister Lois Evans; and his great great grandchild Naomi. He is also survived by eight grandchildren, thirteen great-grandchildren.
