She was predeceased by: her parents, Johnny Albert and Ora Grace Mullins Hayes; her former husband Willis Rowe, Sr.; and her siblings, Vernon Hayes, David Allen Hayes of Jimmy Hayes, C. P, Ronald Hayes and Peggy Sue Turner.
She is survived by: her husband Joe Bill; her sister Rosa Marie Mullins; her children, Rita Jo Sage (Ron), Teresa Campbell (Buddy) and Willis Rowe, Jr. (Shellie); her grandchildren, Christina Pourray (John), Shannon Patrick, Sheila, Ginger Hilton (Matthew), Jared Campbell, Joseph Sage, Brittani Short (Josh), Cody Rowe, Zyra, Kaylan Rowe and Jaiden Fields; her great grandchildren, Aaron, Aliyah, Brody, McKinley, Natalee, Olivia, Charlee, Jacob, Jonathon, Ava, Alivia, Gavin, Emily, Greison, Abigayle and Starlet; her son David Nuckles (Janet); and her grandchild Parker.
Visitation will be held on Thursday, October 23rd 2025 at 6:00 PM at the Honaker Funeral Home (4686 Redbud Hwy, Honaker, VA 24260). A funeral service will be held on Thursday, October 23rd 2025 at 7:00 PM and on Friday, October 24th 2025 at 2:00 PM at the same location.
