Kemper was born on September 1, 1964 in Roanoke Memorial Hospital in Roanoke, Virginia.
He was a student at Liberty High School for three years, and graduated from Lord Botetourt High School his senior year.
Kemper was a gold certified car salesman with Daimler-Chrysler in Bedford for many years.
During his life, he was also a police officer with the City of Port Orange, Florida where he successfully made a number of narcotics arrests and was credited with saving a man's life. The man had suffered a heart attack and had stopped breathing. The man was down for 30 minutes, no pulse and no respiration.
