She was predeceased by: her parents, Elsa Howerter and Harry Howerter Sr.; her brother Harry Howerter Jr.; and her grandson Zachary T. Hoover. She is survived by: her children, Billy G. Hoover II, Tracy S. Hoover and Cristie N. David-Hoover. She is also survived by nine grandchildren and sixteen great-grandchildren.
