He was predeceased by: his parents, James M. Powell and Dorothy E. Forsht Powell; and his nephew James M. Powell, III. He is survived by: his brothers, James M. Powell, Jr. (Marjorie) of Chesapeake, VA and John I. Powell (Sandra) of Ijamsville, MD; and his nephews, John I. Powell, Jr. (Kristina), Jacob M. Powell (Dawn) and Jason W. Powell (Dawn). He is also survived by nine great nephews/nieces.
In lieu of flowers, the family requests donations to the American Cancer Society in Joe's name.
